The Vietnam Association for Non-Public Preschool Education (VANPPE) strives to be the national professional organization representing non-public kindergartens teachers and managers, working together towards a more comprehensive, standards-based development of non-public preschool education in the country, contributing to the sustainable achievements of Vietnam’s preschool education goals and Vietnam’s achievement of the United Nation’s Sustainable Development Goal No. 4 “Quality Education” in general.
Out of 5.6 million pre-school children in Vietnam in 2019, 20% attend private kindergartens, often of small size, each taking care of 80–100 children, with 20–30 teachers and staff, scattered in residential areas, and often neglected by policy makers and state administrators. While private early childhood education is on the rise, and its important role in ensuring adequate early childhood care to all preschool children is recognized by the Vietnam Ministry of Education and Training, up until now, there has been no national body representing the voice and aspirations of private kindergarten owners and teachers.
The Advocacy Committee for the establishment of VANPPE comprises experienced policy makers, educators and ECE experts, who are committed to the formation of the national organization uniting like-minded organizations and individuals for the advancement of non-public early childhood education in Vietnam.
The Advocacy Committee for the establishment of VANPPE is privileged to have Emeritus People’s Teacher, Dr. Dang Huynh Mai, Former Vice Minister, Vietnam Ministry of Education and Training, and Dr. Nguyen Ba Minh, Director of ECE Department, Ministry of Education and Training, as our Special Advisors.
The Commitee is led by Dr. Phan Thi Lan Anh, former Vice Director of the ECE Department, Ministry of Education and Training, herself a senior policy maker and experienced ECE master teacher and practitioner.
Members of the Advocacy Committee are representatives of private kindergartens in different regions of Vietnam, NGOs focusing on ECE activities and ECE educational resources providers.
Once VANPPE receives its incorporation decision and non-governmental organization status from relevant authorities of Vietnam, it will operate according to the following under-lying principles:
– Principles of voluntary participation and self-management;
– Principles of equality, consensus and transparency in every activity;
– Cost-recovery, self-sustaining finance principle;
– Always adhere to its not-for-profit mandate;
– Abide by the Constitution, the laws and regulations of Vietnam pertaining to non-profit, business association activities.
